It's not that hellstab is better, it's just that Raikage's strengh boost the damage.
Give Raikiri to Raikage and hellstab to Kakashi, Raikage's raikiri would be still stronger than Kakashi's hellstab.

good point but u must look at the piercing strength of less area which is finger to hand

From what we could gather from Naruto comparing Hell Stab to Raikiri and Chidori:

4 finger Nukite = Raikiri/Chidori.
1-3 finger Nukite > Raikiri/Chidori.
