Top panel: Mito sealed the Kyuubi inside her in order to help her husband in battle.

Bottom left panel: "WE were brought here to become the vessel...", so Mito was brought to be the jinchuuriki.

So, was Mito DESTINED to be the first jinchuuriki or did she DECIDE to help Hashirama?

Mito became the Jinchuuriki to aid Hashirama, the other Uzumaki women like Kushina would be brought to become the jinchuuriki.
In other words; after Mito, becoming the jinchuuriki became an Uzumaki ritual.
Mito was most likely the most fitting person to become the jinchuuriki, so her daughter would be a logical choice.

I think she decided to, and that decision bought forth the idea of Uzumaki's being the Jinchūriki of the Kyūbi.

I think when she said WE, she meant the Uzumaki. Then, she chose herself.

The jinchuuriki after Mito was Kushina, so I don't know about the "ritual", although you're right in that all the Kurama jinchuurikis were Uzumakis.
