Is it only me or the Juubi has only 6 tomoe?

Sorry if someone has already made this post. It seems like the Juubi is missing another Bijuu besides Hachibi and Kyuubi. I think it might be Shukaku (Ichibi), since we havent seen him being used by Obito.
Im too lazy to upload pictures, so just look for the Juubi's pictures pre-ressurection and see that he has 9 tomoe.

It dosen't matter since Shukaku is the Bijuu with the least amount of Chakra.

It's missing three tomoe because it's missing the power of the Nine Tails and Eight Tails so it's technically not at full power.

It's not a tomoe for each Bijuu. I know it's weird but just go with it lol

Thats what I just said. You don't quite understand what I'm going at. What I'm assuming actually, is that each Bijuu installed, grants the Juubi another tomoe. What do you think?

Or it could be that since he is missing mostly all of Kyuubi and Hachibi, and they are the two strongest, they together equal 3 tomoe if I'm going by your theory. Why would the Shukaku, the lowest chakra tailed beast be worth just as much as the Kyuubi?

I just think Kishi changed it to 6 tomoe for some reason. I don't think the Juubi is incomplete, just weaker overall.
