I wouldn't go as far as to say that. IMO a lot of Konoha people make great biographies, same goes for any other village. The "wealth" is equally spread.

Overall post? I'm not sure, I doubt it. How its presented and coded? That's just the personal preference of the individual viewing the bio.

It was a small chance making the avatar before the bio, it could have gotten taken D:
