Right now, Naruto is one of the strongest ninja in the anime right now, pretty much strongest in his village. But does that mean he should be Hokage? What is required of an Hokage. Lets see.
A Hokage is generally like a manager at a job. There job is to manage the village In many different ways. From giving out missions, to handling village alliances, etc etc.This requires someone to have proper management skills, a smart mind that can solve issues without being hot headed, and dedication. Naruto has some of those skills, but what he is lacking is the management skill. Naruto is far from capable to run a village. He has no strategy, to hot headed, effectively making foolish mistakes on the battle field time after time again, and right now is too young and immature.
Does he deserve to be Hokage, at some point yes he does. But right now no. Even if he saved the world from madara and the ten tails, he is not ready to lead an entire village. Strength wise he can be the militaries pride and joy, one of the strongest soldiers on the field. But right now that is it. But in time, I feel kishi will have naruto mature enough in the future to be up to par for the title of Hokage
