In theory he could very well learn all those techniques, as he was hyped to be capable of mastering every Ninjutsu he desired.

The requirements, however, would be lots of time, lots of creativity and good teachers. In the end I doubt that he'd be able to master them all to the degree these masters have, as they specialize in their respective elements and abilities.

He can't master the Rasenshuriken like Naruto did, simply because he didn't mastered senjutsu and can't enter the Sage Mode like Naruto. He could possibly learn the technique itself, but it would eventually destroyed his arm, unless off course, he learn to enter Sage Mode. Other techniques, without any problem.

NO.

Any Kekkei Genkai technique cannot be used. Being born with them allows you to be able to MIX them, not just use them seperately. The Rinnegan allows you to use them seperately, but not together. If this were so, Nagato would have used ICE or BOIL or SCORTCH release by now.
