I'd say Tsunade would utilize it very well because her chakra reserves are the biggest for the kages as demonstrated, and seeing as she is close range i think it would work with her, as she would use it steadily, and she could also unlock the rennigan because of her bloodline

Ah. I see, I see.

I don't agree with the rinnegan part though. You need to take an EMS eye to evolve it into the rinnegan, not a normal sharingan eye.
