Why do people underrate Tobirama?

Tobirama's only claim to fame is "being the best suiton user", If this was proven as false hype he would be the weakest hokage Feat/hype wise.

This means that you're assuming that he hasn't been shown to do much, whatever he has to show isn't worth showing? Hmm.

And he's been shown to use them to such a degree that he was stated to be Kage-level even when Orochimaru was using the two previous Hokage to "toy" with Hiruzen. Do you think who he can summon is limited?

Not just a Senju, because that'd put him in the same boat as Nawaki who is fodder and Tsunade who is "ugly" to Madara because she is a "weak" Senju. Now this obviously means that there were much stronger Senju than Tsunade, correct? And since Tobirama was the second-best Senju during the clans' prime, that means that Tobirama >>> Tsunade, indirectly through Madara's statements.

If Danzo was nowhere near Hiruzen's level, they wouldn't be able to compete at all. And no, they were rivals in strength; they both were going for the title of Hokage and Hiruzen won that because of his acceptance to be the decoy for the rest of the group (the Will of Fire).

No, the Senju clan won through having brilliant shinobi, and if Tobirama is the second-best of the clan in their prime, then he is deserving of high-Kage level. If his weakened Edo version of himself is considered Kage-level after displaying but just one jutsu, then he's obviously high-Kage level in his prime.

So what you're trying to say is if Gai was a shinobi during the First Shinobi World War, after the First Hokage died, he himself, Maito Gai, would be the Nidaime Hokage?

What about Sarutobi? We actually are told that Hiruzen's father was a "legendary shinobi". About the other clans, I doubt that they were all that before they were in Konoha.

I'm pretty sure the Sarutobi already WERE a big deal at that point. Wasn't Sasuke Sarutobi (an actual legendary hero) also Hiruzen's direct ancestor? Or am I totally wrong?
