Why is the 3rd Raikage above Muu?

Nagato should be above Naruto and Sasuke should be below them both.

Kabuto stomps everyone with ET, that's a fact
3rd Raikage dosn't have any counters to Muu simply levitating in the air and Jinton him from a distance
Current Sasuke can't handle Naruto nor Nagato

Kabuto could use Edo Nagato's Gedo Statue's dragon move to seal Obitos soul
Itachi's Totsuka Blade & Nagato's Human Path if utilized properly could end up sealing Madara

1.Muu can levitate in the air. And he can turn invisible so the Raikage can't see him and the Raikage isn't a sensor.
2.They are going to take it down regardless, since they consider it a form of a vs. thread. And Naruto vs Nagato is debatable, but Sasuke can't beat either of these guys yet.
