You'd have to factor away the Third's natural body defenses and make them about the same in intelligence, taijutsu, speed, etc. to make it like that wouldn't you? Still extra speed/reflexes and defense is good to have. He hasn't shown black lightning but he should still have some abilities with it.

The question was best user not the strongest user so i wil go with kakashi for the following reasons:
2nd raikage,well, i don't know shit about him.
3rd raikage died from his own jutsu, not a user i would regard better than kakashi.
4th raikage wears lighting Armour, he would be the best but this is simply cheating.
sasuke is good because he learnt from the best.
Darui gets exhausted easily
Ameyuri Ringo is pretty descent because he uses tools.

Kirin is very useless in most battles. There is a reason it was used only once and the reason is, it's impractical as hell with the need to heat up the atmosphere. It was only useful against Itachi because Amaterasu was enough for preparations, otherwise he would have to use normal katons which could take ages.

picking sasuke here as the best is not fanboy. it is certainly debateable. kirin is one of the if not the most powerful raiton jutsu in the manga. and the fact that he tames actual raw lightning makes it more impressive. add his chidori variants and you have a highly skilled raiton user. Third raikage is tough but i go with sasuke cos i believe he is more skilled with it

When Sasuke's only been working with his raiton for 3 years and the Third Raikage has been doing it his whole life. How would Sasuke even beat the Third Raikage?

But ... I made the thread. The only thing that could beat him was an extremely powerful wind affinity user, which Sasuke is not. So if this were a match-up of only raiton, the Third Raikage would win.

Kakashi made chidori. Sasuke just made variants of it.
