Is the Ten tails at full strength?

Is the Ten tails at full strength? I don't think it's at his 100% power because he doesn't really have that much chakra from Kyuubi and Hachibi. Also Tobi told Kabuto that it was a risk making all those Zestus because he said he use a lot of the tailed beast chakra.

Just like U imagined it doesn't have full strength and it only have 7 tomoes. It need 9 tailed and 8 tailed to get remaining two tomoes

The 8 tails and 9 tails are the top strength of 10 tails so it need the 8 tail and 9 tail to be at full strength... don't ask like you dump :roku:

its already been confirmed many times that it isnt full power...i think that since there are 6 tomes in his eye that that is meant to signify he is 2/3 power....truly we dont know yet but we certainly know he is not full power....the chakra used with the zetsu has nothing to do with juubi power...because if using chakra caused them to stay weaker then when naruto beat up kyuubi kyuubi would still be skinny....

You would be correct, the 10 tails is not at full strength because they failed to capture the 8 & 9 tails chakra, however them having a little bit of each was enough to create it just not 100%.

However tobi claimed that for his plan to work it never needed to be 100% so i guess it's not that big a deal.
