Is it safe to assume Obito can't use the Rinnegan Six Paths?

Also, Outer Path is the ability to summon Gedo Mazo, Six Paths of Pain, and Control Bijuu.

It's implied a few times that he can, Kishi seems to be restricting Obito to mainly Kaumi, the first time he used mokuton(last chapter) outside of a flashback it was fairly weak and overlooked.

Kishimoto gave a reason why Obito isn't using the paths. Some may think that it's not a good enough reason but that's how the story plays. Probably has to do with fans complaining about overused techniques anyway >_>

]. Why hasn't he shown the rest? Kakashi, Gai and Naruto have already mentioned that they have counters to the Rinnegan abilities (since they fought Pain), so it would be a waste of chakra on Obito's part [

We have known since the flash back of Obito that he can summon Gedo Mazo because of the Senju data within him not because of the rinnengan..

Nope, Senju DNA allows you to control it, not summon it, you need Rinnegan to summon it.

And Madara said that someone lacking in one of the requirements wouldn't be able to use Gedō Mazō well [

]. And Obito's Gedō (Outer Path) was much stronger than Nagato's [

]. It's only logical to conclude that Obito's control over the Mazō improved when he combined his Rikudō blood with the Rinnegan - meaning the Rinnegan (specifically, the Outer Path) is being used by Obito.
