Who was the best water release (suiton) user?

I personally think it's Tobirama, but others think that it could be Kisame, etc.

Kisame's water techniques can absorb ninjutsu, he probably has more chakra than Tobirama as well meaning he can use technique's on a larger scale.

Kisame flooded a massive area that was completly void of water. It is hard to say we haven't seen much of Tobimara but from what we have seen it was pretty darn good.

To be able to do a Suiton in an area with no water and pretty good magnitude...
I haven't seen any Suiton users doing it.

I remember him against Gai, but not him flooding a desert w/o any water by him. Know the episode or manga page?

It would be really high though, look at these uchiha's with hashi's cells obito's a great example.

Also the senju inherited the life force and physical energy from the sage. Even if the uzumaki have more which has never been stated but is the way it seems senju will have some form of high amount of chakra

Quite a bit less, IMO. Nonetheless, had any of the two decided to become Jinchuuriki (Hashirama had several of them, he could've made himself the Jinchuuriki of the 7-tails so he could fly around spamming Mokuton and made Tobirama the Jinchuuriki of the 3-tails so he could have a protective shell and even stronger suiton jutsu)

I have no doubt their chakra levels are high.

But people seem to think just because they're senju, their chakra levels are automatically bumbed up to Bijuu/jinchuuriki levels.
