Naruto got the 9 tails from birth and in every battle i can remember from like gaara in the chunin exam to the war now, he has had to tap into the 9 tails power to win a battle, he grew up to learn how to use it, if he originally didnt have it he wouldnt be able to make shadow clones and would have been still in the academy,
