Guy- fastest base speed?

Does Guy have the fastest base speed, just plain running, since that's his area of specialties?

Lame thread, but I don't see why people say he isn't that fastest.

It would seem that most ninjas must some how increase their speed by adding chakra, while Gai does not and only unlock and heighten the strength of his muscles.

A is actually pretty fast in base but I don't know how fast in particular. I think Bee should be mentioned too because he also has some good speed feats against Taka. Dunno if I forgot anybody.. maybe Minato.

This is base speed, Naruto is really quick in 9 tails Chakra mode, but no way is he faster than RockLee without weights.

Either gai, lee, or mifune. Others use the shunshin jutsu to boost their speed.
