I think fusing weapons with lighting is better than fire because it gives it more speed and it can pretty much cut through anything beside another weapon tht is fused with lightning

I think sasuke used the wire 2 make his fire travel (fire style: dragon fire technique) he didn't fused it with his shuriken

With small shurikens or kunais i would say that he is on par with Sasuke. However with large shurikens, Obito has demonstrated greater skills only rivalled maybe by Sasuke in this category. There are also ninjas like Minato who dont have enough screentime to compare a lot, but has demonstrated also great skills with shurikens from the least we've seen from him in Kakashi gaiden, even able to counter multiple kunais with mere shurikens from a hiding and far position with fearcefull precision

Hype and feats puts itachi above ten ten. 10 10 hasnt shown the skill that itachi has. Imo she is a weapon spammer from her scroll's, whilst itachi has actually shown to use these weapons to great effect. Just because 10 10's main ability is weapon usage doesnt mean she is more skilled than others with great mastery in this field aswell and hashirama?

Well Tenten is supposed to never miss her target just like Itachi and her weapon spam puts her above Itachi since she can dish out more kunai and shuriken compared to Itachi unless Itachi makes a crow clone to supplement his ability to spam. As for Hashirama being on the list, when Madara called him the ultimate shinobi, Hashirama was shown alongside was shown to have some huge scrolls just like Tenten so I think he could use huge heavy weapons.

No sasuke shown something similar, but in his case he didnt infuse his katon chakra, but rather he used a katon technique to hide the shuriken's therefore there is an element of surprise;

Exactly ten ten has no feat to rival this and the hype which was said by Neji, im not even sure if its manga cannon. I remember it in the anime and there alone, perhaps uploading this hype would back her, even though itachi hasnt missed a target either. As for hashirama he does have scrolls which contain weapon's however im not sure if he gets top5 spot though

Nah bro, he wishes he was as good as Obito, but alas that will never happen and Obito continues to crap on his skills to this day.

But both of them in comparison to Mizuki are completely outclassed, Mizuki is leagues beyond both of them, he's truly the greatest shuriken user in the series by far. But this is like comparing Rikudou Sennin to any other ninja, so I can see why people left him out since it's too much of a stomp.

True but thats half the battle.
On topic: I will nominate someone like Hashirama to be up there among the best kunai/shiruken users. He had a wep scroll and as madara said, he takes his skills to a different level.
I will also add Bee to the list due to crazy use of sting swords which is somewhat similar to kunai. MS sasuke(elite tai fighter) couldnt keep up with him. His pencil feat against kisame also tells me he would be a real kunai expert
