i would say garra yes he hasnt been in any of the mangas since the hokages were defeated by madara but he went from a lonely boy like naruto plus he had a evil jinchuuriki inside of him to becoming a hokage like his father before him and defending his fellow ninjas instead of wanting to destroy them like he wanted to do in the first series but thats just my thoughts

He's been the big badass from the very start, going to tough emotionless killer, to the worlds most loveable sensei^^
He had one of the best character developments, even better then Naruto or Sasuke, his life stories were better written.

Agreed, whether you like him or not, you got to admit he's one of the best developed characters

sasuke has improved alot.
kakashi has improved to.he has impressed me how he is fighting in the war and he is a captain of one of the squads.
naruto improved a great deal.
hinata got my heart when she stood up to pain and even got one hit.
