I looked at practically every sticky thread in the RPG Section & I want to know what type of characters, I am able to do a bio on!

With custom bios, if someone has that characters. I.e Ichigo, you have to ask permission to that said character...

No.

It used to be allowed but later it was banned, when people ended up implanting Byakugan in one eye and Sharingan in the other
