An excellent response, and I completely understand your frustration of RPers unable to comprehend other jutsus because they haven't grasped the concepts (I often have to teach people Rasengan or Shadow Clone during another element).
You also speak of the aspect of creativity - which I believe is very important in RP, along with of course, having fun. This type of Ninjutsu (whilst it is a general term, it also applies to the other five elements) utilizes mainly your chakra and basic ninja weapons to wreak havoc on the battlefield.
Let's actually start simple, with the basics, which I believe are important.
Because there are no restrictions regarding ninja tools, we should all be able to use them as much as we can and as creatively as we can.
I'd like to teach you about them, if you may.
First, we have the kunai. What do you know of them?

Firstly, say that you and your opponent were locked in close combat. Where would you strike with your kunai in order to deal him instant death.
Secondly, what how would you utilize a fake explosive tag attached on the hole on top of the kunai?
Haha, yeah, sometimes I think the speed chart needs to be emphasized on, but indeed, it is very hard to implement such rules in RP.
Lastly, let's actual speak of this strategy a bit. It may be a bit new to you.
First off, let's talk a bit about psychological warfare. I enjoy using D-Rank jutsus mainly because it allows me to screw with my opponent's mind in general. For example, simple Haze Clones, mixed with actual Shadow Clones can really wreck with your opponent. They wouldn't know which is real or not, and it would result in serious confusion.
Same with explosive tags. You can trick them into thinking that the next one you toss is fake, then after that, it's real, but they'll think it's fake, so they won't move.
I'll derive into another concept from this, called cause and effect. For example, you used a Wind Jutsu to blow away the explosive tag, thus, I can follow up with a prepared fire move to disregard your Wind Jutsu, so that it overcomes it and is sent back at you two times stronger.
By taking the upper hand, you can juggle your opponent around and have them react the way you want to, as we are all forced to make moves and survive in a battle. This is most often used in chess, where it is necessary to be able to predict several moves ahead of the opponent.

Flash bomb = Opening to attack. Keep that in mind and the helpfulness of such tools.
Alright, take these two huge shurikens and observe them. Notice how they fit closely together and are the exact size and shape.
Toss them in such a way so that the second one is hidden in the shadow of the first.
