i would have to say it is shikamaru and i say so because he is an actual genius but i want to know who you think it is..conditions cant have no kekki genkai or bijuu

I think minato for creating RDS and rasengan. Sakura has risen faster then anyone in med ninja.
So there are a couple people I think can be said for that.
Shikamaru isn't nearly as smart as his dad that's y I don't include him.

That's faulty logic. A kekkei genkai is just a special ability. People like Minato, Kakashi, Orochimaru, etc. were still blessed with extraordinary intellect at birth. If individuals have both an extraordinary intellect and a kekkei genkai, then they're all the more brilliant. Sasuke has already invented many A-rank and one S-rank lightning techniques, and his battle intellect against Deidara and Itachi was phenomenal. He's easily the genius of his age-group.

i see you people ignore conditions...you say brillance does not count but it is exactly what makes them the once in a generation genius...i say you can not have a kekki genkai because your genius for ninjutsu and genjutsu runs in the family although you may exceed clan standards like itachi but that is comparing his genius to his clans natural genius..im talking bout the person who has natural talent that every one in his clan does not neccesarily have...like minato or orochimaru before him..they had a talent unique to them selves..people with kekkii genkai are usually born with talent it just helps if there talent passes the usual standards of there clanmates who are all highly talented
