Danzo was totally a victim of the plot, he didn't cast Kotoamatsukami on Sasuke because he was saving it for Tobi... He could easly cast on Sasuke and some hours later go back for Tobi because his KA was fast recharching... So I guess there was some plot-no-jutsu... On paper Danzo was the strongest character, I mean... More than 10 Izanagis plus Kotoamatsukami?

None of that would have happened if Sasuke didn't use susanoo in that scenario. Kishi wanted to show us the paralysis seal so he had Sasuke rush Danzo instead of use susanoo. Danzo also didn't have a counter to susanoo with the exception of outlasting it with izanagi or using Baku suction but Baku got owned pretty easily in which case all Danzo had going for him was his ability to outlast Sasuke. Saying Danzo> MS Sasuke just because of that one instance where Sasuke was paralysed is like saying Hiruzen would have lost the fight against Orochimaru low difficulty when he was trapped in the mokuton since Oro could have killed him easily if he didn't give him time to summon Emna.

what speech? he said like 3 words. Plus the curse mark is for body paralysis, how would that stop him from using Susanoo?

he's more a victim of his own stupidity, near the end of the battle he had Karin in his control and didnt bite her to make use of her healing factor. and he could have used his last sharingan to recreate his arm, or used KA and made Sauske fight Tobi. Oh well.... Kinda funny though the first person to use a Uchiha forbidden technique in the series wasnt even an Uchiha. Kaubto should have brough Danzo back.
