if the sage of six path's taught basic ninjutsu to clans and an understanding of basic ninjutsu is needed to use advanced ninjutsu like nature types to kg then won't the sage or any other rinnegan user be able to use any other technique and kg.
the rinnegan shows the mastery of the basic six nature types of fire,water,lighting,wind,earth and yin and yang with out knowing the basics and mastering any of the two elements than you won't be able to use a kg like if a clan was known to have natural element and they were a kg clan like haku then that person would have an understanding of the two elements to make it like haku knowing ice and water to get ice release,even yamato said that you need to put each nature and try to mix them together to create a kg so in order to use a kg you must have mastery over those elements by training or by eyes/clans and kg is not only a clan given thing because some people have no relation but can use the same kg like the mizukage and dodai having lava release.
if it's true that you need a understanding of any two elements to create an advanced element one then can't the sage of six path have created a kg element such as wood release and others because the sage actually masters them all so there should be no problem for the sage to combine two.
so the sage of six path himself may have been the first to actually have mastered wood release and also the first to have mastered the rinnegan because the gedo mazou looks like it was created threw wood release and lots of people thought that it was hashirama creation since hashirama was the only one known to have wood release but if the sage was a master of basic ninjutsu then he could create wood release by just combining water and earth this should be easy for him to do and also madara said that the gedo mazou is the sage of six path's jutsu.
so you probably don't even need to be in a clan to have the same type of kg unless it is really into your dna like the eyes but the rinnegan actually shows vision like the byakugan and sharingan and even nagato said it himself that his eye power was not on the sage's level of when using the path of the rinnegan so nagato visual level may not be there as well and since the rinnegan actually did show some sight like the byakugan maybe the sage's mastered rinnegan can see stuff just like the byakugan because it is said that the more you train the byakugan the more stuff you can see so maybe if nagato trained his rinnegan vision more he can see more things and use 64 palms.(also all eye techs are said to be related and even the sharingan vision gets better when you train itlike kid 3 tomoe sasuke vision to teen sasuke 3 tomoe vision it was improved not because of tactics but because of how good his sharingan was like how neji trained his byakugan.)
