Orochimaru mentioned how he wanted Itachi to "join" them, does he mean like travel and train with him as he had Sasuke do, or like what??????

Obviously Itachi denied his offer, by cutting his hand, but why would Orochimaru want someone like Itachi to just join his crew?!?!?
