Why is Naruto on everyone's list? He has the worst chakra control amongst all his peers.

Anyway all the expert medics and expert Hyuga clan members have great chakra control so I agree with the post above me.

That was cuase of kurama. Now he has one of best. Also he can do rasengan, rasenshuricken,sage mode, other stuff that requires good control.

He had decent chakra control, but not the best. Naruto mastered shape manipulation of chakra at its highest level, rasengan which is different from chakra control which is control of chakra within the body.

Hiashi

He's trained a special ability to release chakra from all over his body, and his taijutsu demands precise chakra presicion.

Tsunade

Her punching uses precise chakra releases to increase force. Medical ninjutsu is also chakra control dependent.

Sasori

He controls hundreds of puppets simultaneously with delicate chakra strands.

Itachi

His seals mold chakra so fast Sharingan can't keep up. He's a master of genjutsu and stretched 2.5 stamina quite a ways.

C

Aside from Itachi, C is the only one to use both genjutsu and medical ninjutsu - the two chakra-control fields.
