You forgot to state the advantage, which is the fact that Lightning can cut through Earth. For example, if you happen to be caught in an offensive earth move, such as one coming from the ground, use Lightning to break through it and nullify the effect.
Now, do you think Raiton chakra flows? For example, Earth would be solid and stable and Water would be fluid and swift. What's your impression of Lightning?

Going off what you said, you are completely correct about the difference between raw lightning and personal control. Lightning is pretty wild, thus, through training, you learn how to get a good grip over it. Raw lightning can be jutsus like Kirin, which we will be learning sometime soon. You must control Lightning properly or it will go out of control.
Let's start simple actually and get a small feel of electricity. Proceed to take these two cloths and rub them against one another to generate static electricity. From the slight shock you get out of that, try and replicate it with your own chakra.
