5 nations are made up of many cities/villages. among them there are shinobi villages. these shinobi villages make up the military strength of a nation. there are also many non-militaristic (no shinobi) villages.

fire nation --> konoha (leaf)
water nation --> kiri (mist)
lightning nation --> kumo (cloud)
earth nation --> iwa (rock)
wind nation --> suna (sand)

kages only lead a village
feudal lords lead an entire nation which includes the village run by the kage
