Kabuto also never found his body which is odd, he even managed to find Madara's who died before and had been in hiding for years.


Perhaps he never found him because he's still alive?

Izuna fought blind so it's within the realms of possibility that Shisui could too if he didn't just get new eyes somewhere.
Knowing Sasuke he probably wants to know everything about the clan, everything that Shisui would know.


He's obviously fast hence his nickname so he'd still be a powerful foe even if blind.

No Izuna gave Madara his eyes and fought along side him without eyes, it was Obito that said he stole the eyes.


And giving him his eyes doesn't really confirm his death, it's also a bit odd how he would drown and just be found down the river, why drown himself? It would be much simpler to hang or stab himself.
He's surrounded in mystery anyway so he may be someone that's going to show up.
