honestly ppl are gonna act like there's some super complicated convoluted answer, when it's simply the fact that kishi had not given him MS yet, Kishi is giving ppl powers in the story as he goes, can you imagine making a manga like naruto and trying to imagine EVERYONES powers while having two whole separate arcs over the span of almost a dozen or so years? It's like trying to predict the future.

He makes up some of the story as he goes and then has to connect pieces together like a puzzle to make it seem as though it has been a factor in the story when in fact, half of the stuff he put in part 2 was not even thought of in part 1.

Kakashi fainted right after Obito unlocked the MS for him and was not aware of what the MS was back then. Remember that technique was kept within the Uchiha clan and all people knew about it were rumors.

Later on near the end of part one, Itachi showed him the MS, and this must have given Itachi the incentive to try to use it. During the three year gap for part 2 he practiced until he learned how to access the eye. Simple.
