Can Minato beat nearly anyone on Naruto?

Minato just needs to whip out his reaper death seal and use it on an opponent taking there soul immediately..and you cant see it happen or you can do is feel a numb sensation while your loosing your soul and dying.

Minato does die with this Jutsu but technically he did beat the opponent since its his Jutsu that he used.

I know Minato would only use it if theres no other way of beating his opponent,but thats more then unlikely as he has god like reflexes+FTG+Base speed that matches the Raikages.

What are your thoughts on this?Hiruzen hasnt shown to be able to use it from a distance but Minato has.
