Controlling isn't the same as suppressing its chakra.

Controlling and suppressing chakra work in completely different ways.

I'll say they somewhat go hand in hand. Didn't Yagura lose the 2 tails? When you control the Jinchuriki you limit Tailed beasts hold over the host, otherwise, don't you think Yagura would've broken out of the Genjutsu like Bee did? It's obvious that he couldn't. Now whether Sasuke can do this or not? I don't know, as he is not that skilled with Genjutsu.

I don't know if he can control it while its outside of Naruto, but I know that while it's inside he can't, and I know that he can't suppress it's chakra again.
