Are you shitting me? One, there is no note clearly visible in this video. Liberal hack that proves nothing. Second, even if he had a small note which reminded him of his points right before the debate, that doesn't do shit. Wake up, you take notes to prepare yourself for school tests, president's just don't play it by ear when they're in office either, they reference sources all the time. This has nothing to do with who's qualified to president, and it's sad that anyone is falling for this pointless piece of crap.
