No powerups so meaning No hashi cells infused on Madara and Tobi (Zetsu) no Edo-tensei allowed, Pure strength using their own power, strength, intelligence, etc.
5. Hiruzen Sarutobi - According to hype Considered to be one of the strongest in history (hyped up to be the best among hokages in his prime). Also the longest living hokage, Called the professor due to his mastery of all forms of combat and his vast jutsus, + Dead god soul is beast. Although, I respect him being old is no excuse and the battle against Orochimaru was evil but can't change the fact he lost against him.
4. Minato Namikaze - Minato's desire to be a Hokage and acknowledged by the villagers is what's been passed on to Naruto. According to Jiraiya Minato was one of the greatest shinobi who ever lived (even A admitted he could never be surprassed). During the 3rd War, flee-on sight orders were given, he is also able to summon Gamabunta, which he could control willingly. Due to hype and his feat against Tobi and A and Bee he has to be included here. His strength, intelligence and his speed makes him very dangerous.
3. Pain (Rinnegan may have been given but he had it since child like Naruto and didn't get it all handed to him (Obito)
Is in the league of Madara and Hashirama for me, cos he destroyed Konoha by himself + fought Naruto sage mode, kyuubi 8 tails and with an intent to capture/ not kill and had enough chakra to revive everyone. Has the most powerful doujoutsu, summonings like outer path and ninjutsu like shinrai tensei and chibaku tensei. Bloody hell, if Pain ain't in Top 5 then it's not a serious list.
2. Madara: From manga, we have only seen the edo-version with hashi's DNA, rinnegan and immortal body so it would be unfair to put that in the list cos he would have no weakness. Other than that he is Said to be the most powerful shinobi of Uchiha Clan, awakened mangekyo sharingan along with his brother. Uchiha's have great chakras but nothing compared to Madara's standards, even being able to control kyuubi with MS. Also has EMS, when he fought against the number 1. However, not as powerful as the rank 1.

Can perform a vast number of jutsus, knowledgeable indicated by creating the Scroll of Seals. His prowess and abilities are so great that he is able to fight on equal footing with EMS Madara along with the kyuubi but also survive the battle and gain victory in the end. As shown by the current Manga, Hashirama may have been the strongest but all the zetsu's created and his cells used by Madara and Obito shows he is partly to blame for the war and deaths.
