My list would be
Madara
Hashi (by hype)
Nagato=naruto
Naruto=nagato
Muu
Onooki
Itachi=minato=orochimaru
Orochimaru=minato=itachi
Minato=orochimaru=itachi
3rd raikage (I belive he would beat minato and itachi and maybe oro but oro and minato have good wind techs so idk I might put him up.)
2nd mizukage =bee=jariya
Jariya=2nd mizukage=bee
Bee=jariya=2nd mizukage
Gaara= and Danzo

Didn't add sasuke because we haven't seen him any different from when he was at kage summit I'm waiting for him to show some new power
Out of the kages I Dnt see him beating gaara onooki
Onooki obvious reasons
Gaara because gaara has blocked amatratsu b4
He has faught 5 susannos with legs at once he can fight sasukes 1
Also the Susanno arrow couldn't even fully break pillar gaara defense over pillar witch is over Susanno arrow (when aimed at kabuto who dodged)
Lighting gaar can avoid now with the amount of sand he has as well as create not to mention he can fly to keep distance

Kabuto didn't add because he lost orochimaru chakra if kabuto could do dragon sage without it he wouldn't have went for oro chakra in first place also he's lost all the chakra he's got from oro not to mention the curse mark the sound four plus kimmimaru and anko so he doesn't have the chakra or control for edo tensi he had b4

Madara already escaped. You cant reverse time otherwise half of these characters wouldnt be this strong if certain things didnt happen.

Edo Minato doesnt exist, even if he did, he would be a mere puppet controlled by Kabuto. Edo only counts if you have a free will.

Orochimaru would beat minato js it's a terrible match up for him his kunai wouldn't even touch him with wind techs and Hes body has been bisected mingled ripped apart all in one battle not to mention he was sick oro> minato
There's a reason oro was chosen first for the kage position over him

Plus minato has nothing to putt down base oro with his duribilty not to mention final form oro with his poisen and hydra oro with his rapid regeneration

And u said he should be in top 10 I have u 10 ppl that can beat him (11 actually) meaning tht in my opinion these ppl come before him there for isnt top 10 miteral in my opinion
And besides my opinion there are beats for all these ppl tht they can solo sasuke by themselves

The list was good. Somethings I disagree with like edo Madara being top but not including any other character as an edo and Kabuto not being top when he has edo Madara under control, depends what time frame you chose your characters but I always take it from their most powerful position, also the only reason Madara broke out of edo tensei was becuase of Itachi giving all edo's free will before being released if Kabuto wanted he could have made Madara have no free will.
