A persons prime only refers to when they were at their peak/most powerful, which is mainly when they were younger around their mid-twenties to their mid-thirties. However, Madara has grown old and died, therefore his "prime" has come to pass.

Now his new Edo form that was built and and enhanced specifically by Kabuto is different. He was ressurected at an age when he was in his prime, but the added enhancements gave him power that was beyond the "prime" in his past life. In other words, this is a new type of "prime", but it is considered an artificial prime since it was not achieved through any normal means such as training and thus cannot be compared with his former prime considering that Madara has already lived and died reaching a prime that was achieved through normal means.
