Ok. but Sai can use it any time. RDS is a one time thing. The caster of RDS can only seal once and then he's dead. Not as much negative effects for Sai
We don't know if Sai's sealing jutsu seals away for good. Never seen in the manga. But my guess is that it probably does. Who can get out of that painting?
Explain Orochimaru then. He almost managed to get away even when the third had a good grip on him and enma was backing him up. The third only managed to seal his hands away and Orochimaru got them back. I don't think we'll ever see helmet splitter come back.
No one in Anbu had the skills to seal away the kyuubi. I didn't say it was stronger I said it was better. Better doesn't always mean stronger.

Well for one it can be dodged, and it's pretty obvious that it does not seal a persons soul either. I don't know where you got that idea. Not to mention there's always the chance that someone could steal Sais drawings, and extract it's contents. Like I said before, if you want to get rid of something permanently RDS is the way to go. Nothing else beats it, and that's why the user must pay the ultimate price.
