Tskuyomi was said to be the strongest technique, and it was hyped to be able to control a ninja of Sage Kabuto's caliber as well as defeat anybody that was not an Uchiha with the Mangekyō Sharingan, including ninja with defenses of Killer Bee's level. Fittingly, the only other ninja to have Tsukuyomi beside Itachi is Madara.

However, I think the flowering tree world Mokuton should be on that list.

Chou Shinra Tensei (Edo Tensei excluded). Quite frankly, there is no other jutsu in the manga which is capable of delivering that amount of destructive force in one blast (this is not including the combined Bijuu Dama produced by Naruto and the 5 tailed beasts).

i would of put rasenshuriken a little higher it destroys you on a cellular level

You could say the same about Medusa. But look how that turned out. Eventually you will make some sort of eye contact and if not, you will lose/die. Unless you're Perseus...
