perfect Susanoo "stabilizes" and condenses the final layer, it doesn't add another layer.

Yes. Right now it is at level 4 if i am not mistaken with the outer later perfected but it still lacks the rigid final layer of Madara's. Of course, an EMS user can get a perfect sussano. Sasuke will get it sooner or later.
