I would say its more so because the Gedo Mazou needs allot of chakra to be activated and when it was summoned By Nagato it did not have any bijuu within it so it had to take chakra directly from Nagato.

And If you noticed that black poles has Madara's DNA, It's why here, to improve Nagato's control. + It's really hard to control or just summon Gedo Mazou due to It hasn't chakra much at first, it's why Nagato's life span drained much from Gedo Mazou. When it awakes, it needs extra chakra + life span.
