Kabuto was alone when he fought 2 uchihas. If he had summoned EVERY Edo in the war to fight sasuke and Itachi, he could've sit back with some popcorn and watch them get raped. Don't even try, if kabuto has edo, he is definitely top 5. If not, he goes down to top 15 or so.

Having all that power, and knowing how to use it, is a different story.
Itachi was able to confirme this, before him Hiruzen (an old ninja who re-become Hokage after retirement), and Hashirama after crushing Madara with all that overpower of EMS+Kurama.

It comes always to who is smarter and more intelligent.
