If you include the ova where konohamaru is shown to display powers of his grandfather,his uncle and his rival naruto then i would say konohamaru as he shows much more versatility in his move sets h ehails from the sarutobi clan and is the grandchild of the third hokage afterall
He like naruto has grown up around some of the best shinobi to ever live
