As long as you have a jiraiya bio, you are able to use this custom.

I start by sending my chakra through my hair making it grow out, making it way longer than usual. I then harden my hair with my chakra turning them into senbon like needles, which I force with my chakra to detach from my body and blast out in a wide volley of needles covering a wide area.
