Can Totsuka seal a Tailed Beast?

I was wondering if Totsuka could seal a Tailed Beast, IMO I don't think it can because of this scan:

He says that it is physically impossible to seal all of the Kyuubi's chakra even with the Reaper Death Seal..which is one of the most powerful sealing techs in Narutoverse.

Another reason is that since the people who are stabbed by Totsuka get sent into a gourd..maybe the gourd implies that there is a limit to what can be sealed or a limit to how many things can be sealed.

So could Totsuka do what the Reaper Death Seal couldn't? Thoughts?

I recall something about Totsuka being a sealing technique which places you under an eternal genjutsu, i highly doubt it could seal a Tailed Beast.

I think it can because he is putting the tailed beast under eternal genjutsu and tailed beast are known to fall prey to genjutsu rather easily. totsuka is also a spiritual sword, it should be capable of doing it
