The Ten-Tails/Gedo and Naruto

Obito clearly stated that he does not need to capture the Eight and the Nine tail beasts and all that he needs is just a portion of their chakra in other for his plan on reviving the Ten-Tails to be a success. Now if this is in fact correct, what does that make Naruto because he too contains the chakra of all the tailed beasts.

If im not wrong Tobi said he can complete his PLAN without all Bijus. He didnt clearly state he is going to revive the complete juubi. Otherwise Madara wouldnt react surprized if there was a way to awaken the juubi without all biijus. And there is noone except so6p able to juubi.
