This is a VS thread between Danzo and Jiraiya. This analysis will be completely non-biased and I will not take the side of either of them. Shisui's eye is completely restricted.
The Toad Sage
Jiraiya's Abilities
Needle Jizo
Jiraiya has many different uses for the Needle Jizo but its main purpose is for defense. Jiraiya lengthens and hardens his hair with chakra and this gives it the shape of needles. The hair is hard enough to defend against long-range weapon attacks too. Jiraiya can also manipulate the hair to entangle or snare opponents which could greatly slow the down. This jutsu also has capacity for offensive attacks as he turned the hair into a mouth to bite the Animal Path.
How Jiraiya uses this against Danzo
Jiraiya could use this jutsu to stop Danzo from using his Juinjutsu which requires physical touch. If Jiraiya could also fire the needles as a long-range attack to severely injure Danzo and maybe even make him use up a Izanagi.
Swamp of the Underworld
Jiraiya changes the surface under an enemy by turning into sticky mud. This mud is enhanced by Jiraiya's chakra and he uses it to keep the opponent inside it. The size and depth of the swamp is increased depending on the amount of chakra Jiraiya pours into this jutsu and the size of the enemy.
How Jiraiya uses this against Danzo
Jiraiya could use this attack to slow down Danzo and force him to use an Izanagi. This technique could also be really effective against Danzo's summon, Baku, if Jiraiya doesn't have the necessary chakra to summon Gamabunta to counter and wants to keep it.This could also give Jiraiya a chance to finish off the snared Danzo.
Flame Bombs
This technique allows Jiraiya to fire a small but fast ball of fire at the opponent. Jiraiya can also intensify the heat by adding more chakra to it and can also increase its size in this way. He can also fire several of them if he wants to attack several enemies. This attack can be used in conjunction with Oil Bullet.
How Jiraiya uses this against Danzo
Jiraiya could use this technique against Danzo to counter Danzo's wind techniques because of the elemental advantage. This technique could also be used to stun Baku and if Jiraiya aims several into his mouth even beat him.
Toad Summons and Jutsu
Jiraiya has signed the Toad contract which allows him to summon all toads, including the Chief Toad Gamabunta. Most toads are capable of shooting water and/or oil from their mouths. Jiraiya can summon a Toad throat(I think) to ensnare the enemy without them realizing it. In the interior, even the ground is unreliable, the enemy will find themselves in a tight spot with barely any space.
How Jiraiya uses this against Danzo
Jiraiya could use his toad summons to fight back against Baku and also use FoodCart Destroyer to crush Danzo and make him use up an Izanagi.He could also limit his movements by trapping him in the Toad mouth bind and then crushing him while inside.
Rasengan
Jiraiya was taught the Rasengan by Minato and he later went on to learn many different variations of it. This is one of Jiraiya main offensive ninjutsu and he has used it several times in battle. The Rasengan does not require any hand seals to use, relying only on the chakra control of the user. The compacted form and rotating speed allows the Rasengan to grind into whatever it comes in contact with to inflict major damage.
How Jiraiya uses this against Danzo
Jiraiya would use this jutsu against Danzo to minimize his amount of long-range attacks and force him to use an Izanagi. He could also Ultra-Rasengan to flatten Danzo's Wood style and damage Baku. The fact that it requires no seals will allow Jiraiya quick access to it and it will be important if he wants to win the fight.
Sage Mode and Jutsu
Jiraiya was not able to properly balance his own chakra with natural energy, resulting in him using an imperfect form of Sage Mode. As a result of this, Jiraiya gained a number of toady appearances when using Sage Mode. This mode increases Jiraiya’s strength, speed, stamina and durability will drastically. He is also able to use the nature energy in the air to increase the range of his attacks. To go into this mode Jiraiya needs Ma and Pa and with them his able to do many different collaborative jutsus and even incredibly powerful genjutsu.
How Jiraiya uses this against Danzo
Jiraiya will most definitely go into Sage Mode once he finds out the secret about Izanagi. This will allow him to get taijutsu attacks to connect without actually touching Danzo which will stop his fuinjutsu. If uses Sage Mode when Danzo has one Izanagi's then this could potentially beat him before he knows whats happened. Jiraiya could also use Bath of Boiling oil to keep Danzo in the air and also incinerate him and his Wood style. Ma and Pa also could help Jiraiya by becoming distractions and attacking Danzo while Jiraiya gets in the crucial hit. Their Genjutsu could also be an important factor in this battle as Jiraiya hasn't shown any himself.

Danzo exhales wind chakra onto a weapon in order to increase its sharpness, range and lethality. For example, the user can infuse a kunai to resemble a scimitar or infuse shuriken to increase their range and cutting power.
How Danzo uses this against Jiraiya
Danzo could use this jutsu when Jiraiya has encased himself with Needle Jizo to slice him open. He could also use this when Jiraiya comes into close-range and if they attack simultaneously and they both get hit he could just use Izanagi to get out of it. He could also use Wind Shuriken to slice Jiraiya's summons from far.
Fuinjutsu
This seal is based on the Root seals on all of Roots members and can also be applied during combat. Danzo can secretly place the seal on the opponent's body. Danzo can activate it at any time.When i the seal's marks spread around the opponent's body, paralysing them. However the opponent can break free from the seal with a strong enough release of chakra.
How Danzo uses this against Jiraiya
The seal could be secretly placed on Jiraiya and Danzo could activate it when he is in trouble or doesn't want to waste an Izanagi. However if Jiraiya has gathered enough energy already and goes into Sage Mode while frozen.
Wind Style: Vacuum Wave
Danzo sharply breathes in and lets out lots of sharp blades of wind from various angles causing serious injuries. This attack can also be used against multiple enemies as shown when he used it to beat a dozen missin-nin in one blow.
How Danzo uses this against Jiraiya
This jutsu could be used against Jiraiya in different ways. It is normally a single blade of wind which Jiraiya could dodge but it can also be released as lots of small blades of wind suprising Jiraiya and possibly even badly slicing him. However Danzo is in danger of even harming himself if he uses this attack in close range.
Izanagi
This Dojutsu allows injury and even death into mere illusions. Whenever the Danzo receives a fatal injury, he automatically fades away as though they were an illusion all along and then returns back to reality; physically real and unharmed. However one of Danzo's sharingan eyes will close each time he uses it.
How Danzo uses this against Jiraiya
Since Danzo has 10 sharingan on his arm he could potentially tank 10 lethal blows. Jiraiya could also think that his attack has killed Danzo allowing Danzo to use a sneak-attack. Even if Danzo and Jiraiya land simultaneous attacks then Danzo's attack will hit Jiraiya and Danzo could just use Izanagi when he is hit.
Wood Release
By having the First Hokage's cells inplanted into his right arm, Danzo is able to use Wood Release. However performing Wood Release techniques took a significant toll on his chakra, making him to only use it when necessary. Because of him having Wood Release he might also have the two elements that it is composed of; Water and Earth but this has not been shown.
How Danzo uses this against Jiraiya
Wood Release could be used when Jiraiya uses a tech which Danzo hasn't got enough time or space to avoid and blocking it with Wood Release. He could also use this offensively by impaling Jiraiya with it and even trapping his Toad summons.
Summon: Baku
Baku is a giant elephant-like summon which is way bigger than Sasuke's Susanoo. When it opens its mouth and inhales, it can create a powerful suction that sucks in everything within a large radius. Danzo uses this suction in conjunction with his own Wind Release techniques to amplify their power. It was strong enough to break the defences of Sasuke's Susanoo.
How Danzo uses this against Jiraiya
Danzo would use this summon to counter Jiraiya's summons and even use them against Jiraiya by Baku blowing them away and maybe even falling on Jiraiya. It could also amplify Danzo wind jutsus which would help keep up with Jiraiya's jutsu's when he goes Sage Mode. Baku's suction could also slow Jiraiya down when he is in Sage Mode allowing Danzo to easily attack him.
Reverse Tetagram Sealing
This is Danzo's last resort fuinjutsu and the seals are all over Danzo's chest and sets it to activate upon their death. The technique releases four symbols from the Danzo's body that then forms a large, black sphere around him. Anything caught inside the sphere's area is then drawn in and sealed with Danzo's corpse.
How Danzo uses this against Jiraiya
Danzo could use this fuinjutsu as a last-ditch attempt to seal Jiraiya ending the match in a draw. Danzo will only do this when he has used up all of his Izanagi's, is out of chakra and when Jiraiya is completely dominating the fight.
