That depends. Young Hiruzen can probably use the EIG while old Hiruzen can't because his body wouldn't be able to take it. The old Hiruzen would be no match to EIG guy if Guy uses the eighth gate. Without the eighth gate, I have to give it to Hiruzen even in his old age.

Don't underestimate Hiruzen in Taijutsu as he is very skilled in all aspects. Gai specializes in Taijutsu so he is a complete expert in his field so Gai>Hiruzen in Taijutsu

Even though hiruzen knows all of the leafs jutsu and can replicate most of them, I wouldn't say that he could open the EIG like gai can due to the extent of which one has to train solely in taijutsu in order to attain Gais level of mastery. It's possible that he could open one or maybe two since it is said that most jounin could open that amount, but it still won't compare to the proficiency at which gai himself can use it.
