Hmm I thought a bit more about it now.. He is most likely not from konoha.

If it is a spy he hasn't been in Kiri long since he wouldn't wear Konoha head band then, but a kiri. Also it seems unlikely that someone from konoha could just put on a mist mask over the head band and sneak in with other mist anbu unnoticed.

Either they are all konoha shinobi or they aren't..

Look at the headband. Well first read 605 chapter xD then look at the headband and compare the symbol.

Doubtful. Danzo uses more tact than that. If Danzo wanted her she would have been summoned and disappeared or he would sent much more powerful ninja, especially ones that could beat a kid kakashi.

It's more likely this is part of Madara's plan. If you notice int he latest it says "bloody mist" and not just mist? It's because it didn't become the "bloody mist" untill Madara started controlling the Mitzukage, which means most likely Obito's Predecessor was "that tobi/madara". Since we already get the point that "tobi's" don't mind going by madara to get the job done and instill fear into those he needs.

So it's much more likely that those ninja would sent there under a lie from "the other tobi who was controlling the mitzukage" and knowing that it's their job to keep the bodies from the enemies to preserve their secrets that this would happen. Zetsu wouldn't go against madara and let Obito outside without a reason, not to mention the other zetsu coming back and telling Obito his friends were in trouble. It's an obvious set up by madara for the MS to activate in Obito so he became less useless. Because if Obito was worthless and didn't even have the ability of MS then why would Madara even think of putting his plan in Obito's hands?

Not to mention the added benefit of Madara turning Obito against the only thing he wanted out for. Which was for Rin, Kakashi / family and the leaf. So not only did Madara trick Obito into awakening his MS but also made him hate, scared and without him knowing it loyal to the man who will "make it all go away if he obito does what he is told".
