no its a hype. you said feats are accomplishments befitting great skill. madara said kages are nothing compared to hashirama in the middle portion of their battle. later on kages revealed full power. had onoki not been facing his perfect counter of rinnegan, the battle would have gone nicely for kages and would have crushed mads. so how can you say hashirama > kages if hashirama has literally no ways of surviving a quick jinton? we know its a very fast attack as seen in onoki vs mu duel. mokuton is slow to fully form into a forest as seen in edo hashirama vs hiruzen. undoutedly kages feats crush hashirama's. this is madara's opinion not a fact. he fought both and concluded that kages were weaker but its obviously only because of his upgrades he beat them at all. the fight was over in 560 had it not been for his brand new lovely rinnegan. and dont say madara wasnt serious. he was facing two half dead exhausted kages and a clone. being not serious is not as much a handicap as what they were facing, fresh off a gruelling war against 3 edo kages. its merely madaras own weakness of hubris being exploited. madara later admitted grudging respect for kages, almost immediately proclaiming they were not as weak as he thought them to be moments before, hence his surprise at tsunade repeatedly tanking his attacks.
now if hashirama came back, PROVED he can make kages look like nothing in open battle, THEN i'd accept the hype as being backed up by tangible actions. actions always speak louder than words. if words spoke louder then hanzo > everyone. but thats not how it goes.
