I think he is top 20 but we have never seen him fight so we can't say for sure. Unless you count edo tensei but I don't for most people because they can regenerate and sometimes they fight different from how they would fight if they were alive

I mean I don't consider him underrated, just the fact that we were barely shown what his move sets are.
Sure he's an incredible character, but the fact that he wasn't shown much screen time and he was pitted against the main protagonist didn't justify him enough to be ' considered '.

that i can understand but just by what we have seen (in addition to knocking the 8 tails unconcious) i would say he at least deserves top 20 status

that was only because he figured it out because of hachibi if it wasnt for the 8 tails naruto would have kept trying to pound away at him with no effect (unless he figured out the TBB)

They was not fodder's they was elite cloud ninja. Probably kakashi's gai's darui's level each one of them

Yet the 3rd Railkage was able to take all them and the almighty Senju Tobirama couldn't take on unnamed 20 elite cloud ninjas.

if he thought it was TBB that beat the raikage he would have kept trying to use it and if he couldnt master it quickly he would have gotten killed frankly i think it is reasonable to say without the info provided by the 8 tails about their jutsus being intact naruto would have kept trying to use tbb and would have had a distinct possibility of getting killed (i do however agree that TBB would kill him its probably the strongest explosive jutsu seen)

but naruto clones ARE kage level now, meaning Naruto himself is abooooooove kage level. naruto is in a realm with a handful of others now

3rd Raikage i do believe is top 20, he went head to head with hachibi himself and tied him in battle, strong defense without wasting chakra(just his skin) and even stronger piercing attack. his speed is great, naruto stated its the same as A's. He as a very powerful shinobi taking on 10,000 ninja's over 3 days and nights by himself.

it was only because of help from hachibi the info naruto got from him lead him to victory also he took a super shot from a super powered naruto and brushed it off
