Well now that i have my thoughts all in order i propose a theory:
1. the reason tobi was silly and goofy was because that was still tobi at the time or the funny zetsu that talks about poop you know during the time that he was with deidara he was simply tobi not fully obito.
2. during a point in the series when he met kakashi obito kicked him you know the part where he fought with naruto, sakura, and kakashi that is when he got serious and went obito
3. when obito and the funny zetsu become one they are kind of like white/black zetsu bipolar in a way that would be my second guess on why he is silly and then serious
4. the reason for tobi being silly he loves dango's very much and he acts silly becuz of dangos and dangos are his life
5. he needed time to think about how he would do everything and he let tobi take over while he decided if he needed madara or not and let tobi decide o things as he lay dormant behind the mask.
6. the final theory i have is that tobi/obito the combination of the senju dna of tobi and the senju dna that was on obito were not matching and messed with his brain and caused him to be more goofy then silly at times and then later on he snapped back into it. or they have a symbolic relation like how a jinchuurki has with its tailed beast something of that nature
