Deva Path is one of the Six Paths of Pain. He has the ability manipulate objects using a power that simulates gravity, he can attract or repel objects. He can aslo repel any ninjutsu. The strongest version of this is the Shinra Tensei where a huge repulsive wave emanates from the Deva Path as the epicenter knocking out everything and everyone in a huge radius as big as the Konoha village. However, once the jutsu is used, he cannot use it again for a minimum of 5 seconds and this interval increases dramatically if Shinra Tensei is used.

Kakashi a low level Kage, but does any of Deva abilities matter against Kamui?

Current Kakashi wins if he gets the drop on Deva. Otherwise Deva will stomp him.

Kakashi was fighting Deva along with Asura alone during a while. He was about to kill Asura, but Choji and Choza intervened, and was already almost killing Deva if it was not for Asura and that was without Kamui. Even at the end, Kakashi died on his own because of lack of chakra, problems he seems not to have anymore since he has better chakra control and can control his Kamui far more better. At that time also he had no knowledge, and it seemed that since then, he trained with Gai to prepare counters for Rinnengan techniques(said by Gai during the fight against Jinchurikis). Knowing how smart Kakashi is, i think that plan is perfect. So with all those reasons i don't see why he loses here. I believe that Kakashi can win even without Kamui, unless Deva uses Chibaku Tensei, where Kamui will be needed

Not really, even with rinnegan Deva and Shuradou was not able to predict or see kamui when kakashi used it twice.Even Tobi with his rinnegan who had knowledge was not able to anticipe and see when Kakashi warped Naruto's KM clone.
